Zaragoza Port of Entry, Pan American Drive and Winn Road Build/Improvements

This project involved widening the existing Winn Road into a four-lane divided facility

This project involved widening the existing Winn Road into a four-lane divided facility with concrete pavement, medians, safety illumination, signing, striping, and drainage improvements. Additionally, it included constructing a new roadway from Southside Road, connecting the existing Winn Road to Rio Del Norte Drive. The right-of-way for the Winn Road extension spanned 90 feet and featured medians, sidewalks, and a bridge structure to facilitate drainage across the Playa Drain. Enhancements to Pan American Drive comprised raised medians, safety illumination, landscaping, and resurfacing of the existing pavement.

CQC performed observation and testing of driven square concrete piling for a bridge structure in the project. They also conducted an audit of the pre-cast concrete plants in San Antonio, Texas, where the concrete piles, beams, and deck panels were fabricated. These fabrication plants were located in San Antonio, Texas as well. CQC prepared an inspection report that included quality control procedures, test results, and the identification of distresses such as cracks or honeycombing in cast structural members before transportation to the site. Identified distresses were reviewed again on-site and addressed with the Owner's inspection team for remediation by the General Contractor.

Challenges during construction primarily revolved around the placement and compaction of the HMAC (Hot Mix Asphalt Concrete). On certain occasions when HMAC samples were tested, various challenges surfaced: differences between the percentage of a sieve and the sieve analysis, slight oil content excess, lower voids in the sample, or inadequate density of the placed HMAC. In such instances, CQC promptly notified the City Project Manager, the General Contractor Project Manager, and the HMAC supplier of the issue. The supplier then made necessary corrections at the plant for the HMAC intended for the project. For density issues, the General Contractor re-compacted the area to meet the required density standards. Occasionally, core samples of the asphalt pavement were needed to determine HMAC thickness and obtain density measurements from the HMAC cores.
