The Brian Ray Circle Street Reconstruction Project is a City of El Paso–CID street improvement project located in East El Paso. It involved the reconstruction of curbs, gutters, sidewalks, parkways, driveways, ADA ramps, and an asphaltic-concrete pavement system.

During the project's initial stage, CQC provided engineering assessment services in response to the project's nature and the roadway distress conditions identified by the City. Project Manager Lopez closely collaborated with the design team to prepare the testing scope of work and the CMT proposal based on findings gathered during the project's early phases.

CQC's responsibilities included performing gradation tests, Atterberg limits assessments, soil moisture-density relationships for on-site and imported soils, and California Bearing Ratio (CBR) recommendations. They also conducted verification of soil compaction testing on existing subgrade soils, base course materials, and cement-stabilized soil materials. Results were consistently provided under the direct supervision of CQC's Project Engineer, ensuring that the Contractor could continue fieldwork without disrupting the overall schedule.

One of the key aspects of this project was soil stabilization remediation and testing. Recognizing that external moisture infiltration was a significant factor affecting the roadway, CQC assisted the City and the design team in developing soil mixtures and recommendations for remediation, including Soil-Portland Cement mixtures in specific sections. CQC promptly provided recommendations and guidelines for the proper treatment of stabilized subgrade soils. Sampling and testing adhered to ASTM and AASHTO standards, encompassing density tests, thermal profile tests, and pavement observation reports. All laboratory tests were conducted in accordance with City of El Paso and TXDOT test procedures.
